On the trial and conviction of an individual, male or female, for the violation of an ordinance of the city of Centralia, if said person be able-bodied, the judge in entering judgment therein, shall in event such person is unable or refuses to pay any judgment or costs imposed as penalty for the violation of any ordinance, sentence such person to labor upon the public streets, public buildings, parks or improvements of the city of Centralia. Said labor shall be under the supervision of the probation officer and such person shall be allowed credit on judgment and costs at the rate of five dollars per hour, for eight hours labor. No person or persons shall be compelled to work more than eight hours in any twenty-four hours and shall not be compelled to work on Sunday or legal holidays.

Whenever the chief of police shall have prisoners in his custody the street commissioner shall designate the place or places when the labor of such prisoners may be required and the kind of work necessary to be done. The chief of police shall have such work performed by the prisoners in his custody as far as practicable.

The city prisoners must labor as herein provided, under the director of the chief of police, whose duty it shall be to see that prisoners are guarded to prevent escape and if necessary he may shackle them.

On or before the first regular meeting in each and every month, the chief of police shall file with the city clerk a report containing the names of prisoners worked together with the number of days work performed and the kind of work performed.

The term "prisoner" as used in this chapter, shall be construed to include all persons, male or female, who may hereafter be committed to the city jail for the nonpayment of any fine or cost imposed for the violation of any city ordinance. This chapter shall not be construed to require any person to labor on Sunday or legal holidays.
