On the trial and conviction of an individual, male or female, for the violation of an ordinance of the city of Centralia, if said person be able-bodied, the judge in entering judgment therein, shall in event such person is unable or refuses to pay any judgment or costs imposed as penalty for the violation of any ordinance, sentence such person to labor upon the public streets, public buildings, parks or improvements of the city of Centralia. Said labor shall be under the supervision of the probation officer and such person shall be allowed credit on judgment and costs at the rate of five dollars per hour, for eight hours labor. No person or persons shall be compelled to work more than eight hours in any twenty-four hours and shall not be compelled to work on Sunday or legal holidays.
