The estimated applicable installation charges for such service shall be paid prior to installation of this service. Applicable charges include but are not limited to materials, labor, and equipment plus overhead. Installation or applicable charges will be reviewed on an annual basis. A monthly utility rate charge for this service will be billed to the customer and may increase in the event the cost of providing this service increases. In the event the service is discontinued at the request of or due to the default of the customer, a new installation charge must be paid prior to restoration of the services. The city of Centralia shall at all times be the owner of the equipment so installed and entitled to remove same upon discontinuance of service. There must be an existing city light power pole available in a public right-of-way or easement. The city will not supply new poles or move existing ones. The sufficiency of the location of such pole shall be determined solely by the light department.
