The purpose of this chapter is to protect, maintain, and enhance the public health, safety, and general welfare by establishing minimum requirements and procedures to control the adverse impacts associated with increased storm and surface water runoff. Proper management of storm and surface water runoff will minimize damage to public and private property, reduce the effects of development on land and stream channel erosion and sedimentation, assist in the attainment and maintenance of water quality standards, reduce local flooding, and maintain postdevelopment, to the maximum extent practicable, the predevelopment runoff characteristics, while meeting the 2005 Stormwater Management Manual for Western Washington as prepared by the Department of Ecology and adopted by the city of Centralia.
