Any unpaid obligations, debts or other sums owed to the city and of an amount greater than $300.00 may, after the exhaustion of reasonable collection and/or settlement efforts, be cancelled, written off, reduced or otherwise compromised only by a resolution or motion of city council upon the recommendation of the city clerk/treasurer. The authority to cancel, write off, reduce or otherwise compromise shall be applicable to any public utility debt owing from an individual, corporation or other entity and arising from established charges, rates or other legally enforceable obligation.
