The city council has determined that it is important for the safety of the citizens of the city and people visiting during the winter months that sidewalks within the city be relatively free of snow and ice. Because of the limited resources and manpower available to the city, it is important for persons owning and occupying premises adjacent sidewalks that said persons make all reasonable efforts to clear the sidewalks which they control of snow and ice in a reasonably prudent fashion. The ordinance codified in this chapter is adopted in furtherance of this policy determination.
