The regular meeting of the city council shall be held on the first and third Wednesday of each month and shall convene at the hour of 5:30 p.m. Pacific Standard Time.

Special meetings may be called at any time by the council pursuant to RCW 42.30.080 as now enacted or hereafter amended.

A.
The council has the statutory power to organize and regulate its internal affairs and shall determine its rules of proceedings. Pursuant to this authority, the council will adopt its rules of proceedings by motion. Violation of the rules of proceedings shall constitute disorderly conduct by such member.

The invalidity of any part of this chapter shall not affect the validity of any other part of this chapter which can be given effect without such involved part or parts.
