Except in the case of required training or emergency authorized by the mayor and/or city council, City Hall offices shall be kept open to the public for the transaction of any city business between the hours of 9:00 a.m. and 4:00 p.m. each day of the week, excepting Saturday, Sunday and legal holidays.
