It shall be unlawful for any person, firm or corporation to keep, operate or maintain or permit or cause to be kept and operated or maintained in any place which is open to the public in the town of Coulee Dam and which persons under the age of 21 are not restricted from entering, any pinball game or mechanical device from or through the operation of which any person may be entitled to receive either automatically or otherwise any cash, merchandise award, credit or trade or the right to further operate said pin ball machine or mechanical device; provided, that this chapter shall not apply to any vending machine through or by which merchandise is dispensed directly upon deposit of a coin and which do not involve an element of skill or chance.
