It is unlawful for any person, firm or corporation, whether an owner or occupier of property, or otherwise, within the corporate limits of the town of Coulee Dam to scrape, plow, pile, dump, push, or deposit snow on, into or upon any sidewalk, street, highway, alley, or around or upon any fire hydrant in the town; provided, however, that this chapter shall not apply to the removal of snow from any public sidewalk.
