No person shall carry or convey nor cause to be carried or conveyed in any street, highway, square or park any sand, gravel, loam, fill, ashes, bituminous coal, rubbish, bituminous asphalt, petroleum asphalt, asphalt products or other similar material unless the receptacle or vehicle containing such sand, gravel, loam, fill, ashes, bituminous coal, rubbish, bituminous asphalt, petroleum asphalt, asphalt products or other materials shall be closely covered.

Whenever a public utility comes into the city for the purpose of repairing or replacing its property that has been damaged so as to cause a danger to the public health or welfare, they shall, prior to entry into the city, immediately notify the police and fire departments and the public works director or their designee as to the exact location of the utility to be repaired and the expected time it will take to do said work. By the next business day, the utility shall apply for the applicable permit with the public works department.

No person shall ride, drive or lead any animal, or move or trundle any vehicle upon any sidewalk of any public street, except light carriages for the convenience of children, unless for the purpose of necessarily crossing the same, or allow any animal belonging to him or her or under his or her care to stand on such sidewalk.

For the purpose of providing for a uniform display of the United States flag on certain days, the owner or lessee of any property within the city is authorized to install in the sidewalk in front of his or her premises, one foot from the face of the curb, at intervals of approximately twenty-five (25) feet, sockets of such design and installed in such manner as shall be approved by the director of public works.

The owner or lessee of any property in the city is authorized to display, from sunrise until sunset, a standard United States three feet by five feet, upon a flagstaff inserted in and extending twelve (12) feet above the top of the socket, on the following days: The 12th of February (Grand Army Flag Day in honor of the birthday of Abraham Lincoln), the 22nd of February (Washington's Birthday), the 4th of May (Rhode Island Independence Day), the 30th of May (Memorial Day), the 4th of July (Independence Day), the 14th day of August (V.J. Day), the 12th of October (Columbus Day), the 11th of November (Armistice Day), and such other days of national importance or patriotic significance as the mayor may from time to time designate.

No person shall install any socket in the sidewalk of any public highway without the approval of the director of public works. No person shall use any such socket for holding any staff, banner or device of any kind except a staff from which shall be displayed the flag of the United States, nor use such socket for the display of the flag of the United States except on the days and hours authorized in Section 12.12.050. Such owner or lessee shall be responsible to the city for any and all damages suffered by it in consequence of damages to persons or property by reason of any negligence or defect in the construction of such sockets, or for allowing the same to be or remain out of repair. The director of public works is authorized to cause such sockets or any of them to be removed, if in his or her opinion their condition at any time renders sidewalks dangerous.

Every person who shall move a building along the public highways of the city and shall require in connection therewith the services of the superintendent of fire alarm and police signal system or the linemen of the fire department on a Sunday or holiday or after regular working hours on a work day shall pay for the services of such superintendent and lineperson in accordance with the following schedule:
A. 
The basic pay and any overtime pay shall be at the pay scale according to the current collective bargaining agreement in effect between the city and city firefighters on a per hour basis.
B. 
For purposes of this schedule any fraction of one hour shall be considered as one hour.
Such person shall pay to the building inspector at the time of issuance of the permit for the moving of such building the fees as estimated by such superintendent.

No person shall make any opening in any public highway or street for the purpose of laying or relocating telephone and telegraph cables, electrical cables, gas lines and pipes, or the facilities of any other public utility, within a period of six months following the initial construction or reconstruction of such public highway or street provided, however, that the director of public works may allow such opening in the event of an immediate public emergency. By the next business day after said emergency, the utility shall apply for the applicable permit with the public works department.

No person shall place or cause to be placed on any city street or sidewalk any basketball hoop or anything whatsoever which would obstruct or interfere with snow removal operations, nor allow any of the same to remain more than forty-eight (48) hours after being notified by a police officer or the director of public works or their designee to remove it; except that nothing contained in this section shall be construed to prevent the use of the streets and sidewalks for construction or renovation upon obtaining permit as provided in Section 12.08.010 or for garbage placement and collection as provided in Section 8.12.120.

A. 
The director of the department of public works shall establish rules and regulations for the use of steel plates on roadway surfaces used to protect and excavation. At a minimum the rules and regulations shall require steel plates designed for the safety of vehicles and pedestrians to include:
1. 
Steel plates shall withstand traffic loading without movement;
2. 
When two or more steel plates are used, the plates shall be welded in a manner to eliminate vertical movement;
3. 
All steel plates shall be marked with the utility or contractor name and contact information;
4. 
Steel plates shall be installed to extend a minimum of twelve (12) inches beyond the edge of the excavation;
5. 
Temporary paving with a cold asphalt mix shall be used to feather the edges of the plate to form a wedged taper to cover the edges of the steel plate;
6. 
Each corner of the steel plate shall be marked with durable and highly reflective white pavement marking tape no less than four inches in width;
7. 
The exposed surface area of the steel plate shall be slip resistant when requested by the DPW director or the appropriate municipal authority [and] have friction coefficient equal to the street surface friction coefficient; and
8. 
All signage advising motorist of the steel plate shall be in compliance with the current addition of the manual on uniform traffic control devices.
B. 
The director of the department of public works may authorize use of steel plates on roadway surfaces which fail to comply with subsection (A) of this section in an emergency situation or for public safety purposes.
