The department head of said general services administration shall be designated as the director of the general services administration and shall be referred to in this chapter as the "Director."

The general services administration shall perform the following duties and such other and additional duties as may from time to time be prescribed by the board:
A. 
Purchasing. The general services administration shall include the county purchasing department, and the director shall also be the purchasing agent, as established by Chapter 3.08 of this code. The director shall perform all the duties required of him as a purchasing agent as set forth by Chapter 3.08.
B. 
Motor Pool. The general services administration shall operate the county motor pool. Said motor pool shall be conducted pursuant to the terms and provisions of this chapter and by regulations established by the director, which regulations shall be consistent with the terms and provisions of this chapter.
C. 
Central Stores and Warehousing. The general services administration shall be responsible for maintaining the central stores (an inventory of commonly used goods necessary for the day-to-day operation of all county departments) and shall be responsible for warehousing surplus county property and other items.
D. 
Mail. The general services administration shall be responsible for mail service including picking up, sorting, and delivering interdepartmental supplies, correspondence, U.S. mail, and parcels.
E. 
Property Management and Facilities Maintenance. The general services administration shall oversee the negotiation of the sale, lease, and acquisition of real property and shall be responsible for managing and maintaining all county buildings and grounds.
F. 
Capital Projects. The general services administration shall oversee capital projects including new construction and remodeling of county buildings and grounds.
G. 
Special Programs. The general services administration shall oversee special programs assigned by the board from time to time.

No department except for the general services administration may purchase and keep for use any motor vehicle, except for working, non-passenger vehicles such as trucks, snow plows, scrapers, and similar equipment for the public works department. All other vehicles shall be subject to the provisions of this chapter and shall be referred to herein as "county vehicles."

No later than July 1, 1981, all presently owned county vehicles shall be physically delivered to the general services administration motor pool by those county officers and employees in possession of such county vehicles. Such county vehicles shall be removed from the inventory of the department delivering said county vehicles to the motor pool and transferred to the inventory of the general services administration. After July 1, 1981, all county vehicles now owned by the county or hereafter acquired shall be placed on the inventory of the general services administration and placed in the motor pool. The general services administration shall thereafter be responsible for the county vehicles and their operation.

Any county officer or employee requiring the use of a county vehicle in order to carry out county business shall request an assignment of a county vehicle from the motor pool. All assignments of county vehicles shall be made by the director or his authorized deputy.

Any county vehicle assigned from the motor pool shall be of one of the following types and the interdepartmental charge for said county vehicle shall be according to said type:
A. 
Hourly Assignment. Hourly assignments shall be made when the user of the county vehicle anticipates using it for less than four hours during one day. The user shall check the county vehicle out from the motor pool when taking the county vehicle and check it in when returning it. The interdepartmental charge for the use of hourly assigned county vehicles shall be based on the number of hours between the time of checking the county vehicle out and the time of checking it into the motor pool.
B. 
Daily Assignment. Daily assignments shall be used when the user of the county vehicle anticipates using the county vehicle for more than four hours during one day. The user shall check the county vehicle out from the motor pool when taking the county vehicle and check it in when returning it. The interdepartmental charge for the use of county vehicles on daily assignment shall be based on the daily rate, with the minimum charge one full day.
C. 
Monthly On-Duty Assignment. The monthly on-duty assignment shall be used when an employee requires the use of a county vehicle every day. The user shall check the vehicle out from the motor pool when taking the county vehicle and check it in when returning it. The interdepartmental charge for the use of county vehicles on monthly on-duty assignment shall be on a calendar-month basis. County vehicles assigned on this basis shall under no circumstances be driven to the user's home at the conclusion of a work day or in any other way used to commute between the user's residence and place of work. An authorization request form for this type of assignment must be approved before this assignment may be made.
D. 
Monthly Off-Duty Assignment. Monthly off-duty assignment shall be the same as for monthly on-duty assignment except that the county vehicle may be used for commuting to and from work.

A. 
Each county vehicle being checked into and out of the motor pool shall be inspected by the user. Any apparent damage to the county vehicle and the mileage shall be noted on a form to be provided by the director when the user is checking the vehicle into and out of the motor pool.
B. 
Any person to whom a county vehicle is assigned is required to report all malfunctions and other conditions of the county vehicle which in the future might adversely affect the safe and efficient operation of the vehicle. Said report shall be made on the form provided by the director.

A. 
No county vehicle may be used for any purpose not related to the carrying out of a county duty or function.
B. 
No person shall use a county vehicle to drive to and from any eating place except when said use is necessary for carrying out county business. As an exception to this rule, employees to whom a county vehicle is assigned may use the county vehicle for transport to an eating place when the employee is using the vehicle in the field both before and after the meal time.
C. 
Using any county vehicle for commuting between home and work is absolutely prohibited except when approved in advance by motion of the board of supervisors, except for county vehicles on monthly off-duty assignment.
D. 
Passengers in county vehicles are prohibited unless passengers are necessary for the user of the county vehicle to conduct county business.

A. 
As a general rule, all county vehicles hereafter purchased for use in the motor pool shall be of the same make and type so as to allow the use of interchangeable spare parts and supplies from stock to the extent possible.
B. 
All equipment on county vehicles shall be standardized to the extent possible.
C. 
All new county vehicles purchased shall be white in color except those vehicles assigned to the sheriff's department. The sheriff shall designate the color for vehicles as signed to his department.

Any county officer or employee assigned a county vehicle is required to have in his/her possession a valid California driver's license at all times when the county vehicle is assigned to him/her.

It is the policy of the board of supervisors in adopting this chapter that all county vehicles shall be clearly marked with county numbers, seal, and identifiable color so that the location of county vehicles shall be easily observed in the field. To that end, all county vehicles shall be marked with the county seal on both sides of the county vehicle. All county vehicles shall have identification numbers no less than four inches in height displayed on each side and on the rear of the county vehicle except undercover vehicles.

A. 
Any collision or any other incident involving the damaging of the county vehicle or injury to the driver or passengers or to any other person or property shall be reported immediately to the director.
B. 
All accident reports, claims, and insurance matters shall be handled by the general services administration. A complete accident report shall be made in confidence to the board of supervisors at regular intervals.
C. 
Any citation relating to a county vehicle or its operation shall be reported immediately to the director.

All fueling of county vehicles shall be done at county pumps by the employee assigned to that vehicle, unless the vehicle is out of the county and requires additional fuel in order to return. Vehicles assigned on an hourly and daily basis are to be fueled by that person when the county vehicle is returned to the motor pool.

A. 
All maintenance and repair to county vehicles shall be accomplished under the direction of the shop supervisor of the general services administration.
B. 
Each employee to whom is assigned a monthly vehicle shall be responsible for maintaining the interior and exterior of that county vehicle in a clean condition.
