There is created in the city a board of park commissioners, which shall consist of five persons to be appointed by the mayor and confirmed by the city council.

The board of park commissioners shall be composed of persons residing either within the corporate limits of the city of Castle Rock or of the Castle Rock school district. Term of office shall be three years subject to removal at any time by action of the city council.

The board of park commissioners shall advise and inform the mayor and council of all matters pertaining to the establishment, maintenance, improvement and administration of parks and parkways of the city, the ultimate responsibility for which shall rest in the city council.

The board of park commissioners shall perform such functions within the scope of its stated purpose as may be prescribed by the town council under the immediate supervision of the mayor.
