For the purposes of this chapter, the words "firemen" and "performance of duty" are defined as follows:
A. 
"Firemen"
includes any fireman who is a member of the city volunteer fire department.
B. 
"Performance of duty"
shall be construed to mean and include any work in and about company quarters or any fire station or in any other place under the direction or general orders of the chief or any other officers having authority to order such members to perform such work; responding to, working at, or returning from an alarm of fire; drill; or any work performed of any emergency nature in accordance with the rules and regulations of the fire department.

Every regular member of the city volunteer fire department is authorized to enroll for death or disability benefits arising in the performance of duty as such fireman under the provisions of Chapter 41.24 RCW (Laws 1945, Chapter 261; Laws 1953, Chapter 253) under such rules and regulations as may be enacted and established by the board of trustees, as created in this chapter; provided, however, that for the purposes of this chapter, the membership of the city volunteer fire department shall be limited to not to exceed 25 firemen for each 1,000 population or fraction thereof.

For the purpose of this chapter, the city volunteer fire department by and through its chief is authorized and empowered to define the duties of each of its members by reasonable and appropriate rules and regulations governing the work and purposes of said organization, subject only to the approval of the city council.

There is created a fund known as the Castle Rock volunteer firemen's relief fund. An annual appropriation shall be made in the amount of $3.00 for each regular member of the city volunteer fire department for said fund, and an annual fee of $3.00 for each regular member of the fire department shall be paid from said fund to the State Treasury for the State Volunteer Firemen's Relief and Pension Fund, in the manner provided by law on or before the first day of March of each year, for the participation of its firemen in the relief and compensation benefits under the laws of the state.

There is created in the city a board of trustees for the administration of the relief and compensation benefits of said firemen under this chapter. Such board shall consist of the mayor, city clerk-treasurer, one councilman of the city, the chief of the city volunteer fire department and one member of the fire department to be elected by the members thereof for a term of one year and annually thereafter.

The mayor of the city shall be chairman of the board of trustees and the city clerk-treasurer shall be secretary-treasurer of the board of trustees. The city clerk-treasurer shall keep public records of all proceedings and all receipts and disbursements made by the board of trustees and shall make an annual report of its expenses and disbursements with a full list of the beneficiaries of the fund in the city, such record to be placed on file in the office of the clerk-treasurer and a copy filed with the State Auditor. The city clerk-treasurer shall use such forms as shall be necessary for the proper administration of the fund and of making the reports required under this chapter, as may be provided by the State Auditor.

The board of trustees created by this chapter shall provide for the enrollment of all members of the city volunteer fire department under the death and disability provisions of Chapter 41.24 RCW; provide for disbursements of relief and compensation; and pass on all claims and direct payment thereof from the State Volunteer Firemen's Relief and Pension Fund to those entitled thereto. Vouchers shall be signed by the chairman and secretary of the board of trustees and issued to the persons entitled thereto for the amount of money ordered paid to them from the fund by the board, which vouchers shall state for what purpose the payment is made. The board of trustees shall send to the State Treasury, after each meeting, a list of all persons entitled to payment from the fund, stating the amount of such payments and for what granted, which list shall be certified and signed by the chairman and secretary of the board, attested under oath, as the basis for the issuance of a warrant by the State Auditor on the fund for the amount specified on each voucher.

The board of trustees shall meet on the call of its chairman on a regular monthly meeting day when there is business to come before it. The chairman shall be required to call a meeting on any regular meeting day at the request of any member of the fund or a beneficiary claiming any relief or compensation therefrom.

The board of trustees, in addition to other powers granted by law, may compel the attendance of witnesses to testify before it on all matters connected with the administration of this chapter, and its chairman or any other member of the board may administer oaths to such witnesses. The board of trustees may make all necessary rules and regulations for its guidance in conformity with the provisions of this chapter and Chapter 41.24 RCW. No compensation or emoluments shall be paid to any member of the board of trustees for any duties performed under this chapter or said Chapter 41.24 RCW.

The board of trustees shall hear and decide all applications for relief or compensation and its decision on such applications shall be final and conclusive and not subject to revision except by the board. A majority of the board of trustees shall constitute a quorum. No business shall be transacted when a majority is not present and no claim shall be allowed where a majority of the board has not voted favorably thereon.

The board of trustees shall administer the provisions of Chapter 41.24 RCW, as amended from time to time, to assure the members of the city volunteer fire department of the full benefit of the death and disability provisions of said law; and the right of any person to any future payment under the provisions thereof shall not be transferable or assignable at law or in equity, and no money or moneys paid or payable or the rights existing under said law shall be subject to execution, levy, attachment, garnishment or other legal process or to the operations of any bankruptcy or insolvency law.
