There is established a free public library to be located in the city and to be open to the general public.

There is hereby created a library fund pursuant to RCW 27.12.240 and all funds of said library, whether derived from taxation or otherwise, shall be in the custody of the Colville city treasurer, and shall not be used for any but library purposes.

There shall be an established board of trustees for the library pursuant to RCW 27.12.190. The Colville Library board of trustees shall consist of five members appointed by the mayor and confirmed by the city council and shall serve without compensation.

At least three of the five members must live within the city limits of the city of Colville. Two of the members may reside outside the city limits but must live within the boundaries of the Colville School District. The terms of office shall be five years. No person shall be appointed to any board of trustees for more than two consecutive terms. Vacancies shall be filled for unexpired terms as soon as possible in the manner in which members of the board are regularly chosen pursuant to RCW 27.12.190.

The title to money or property given to or for the use or benefit of the library shall vest in the board of trustees, to be held and used according to the terms of the gift.
