There is created a planning and engineering department in the current expense fund of the city effective as of January 1, 1972, the funds for which will be available under the Emergency Employment Act.

The city treasurer shall have the authority, without further order of the council, to make the necessary transfers as provided in the city budget for the use of the planning and engineering department.
