All meters shall be set in a suitable meter box, which shall be approved by the water department and connected and maintained under the direction of and in conformity with the rules and regulations of the water department.

The owners and occupants of any premises where city water is used shall be responsible for keeping the meter free and clear of all obstructions and shall see that the same is conveniently accessible at all times for the purpose of reading, inspecting and repairing the same. In the event of the violation of this section, water shall be turned off immediately and shall not be reinstated until there has been compliance with this chapter and all past due bills together with the "turn on" charge has been paid in full.

All meters, fixtures, appliances and appurtenances upon the premises connected with the city water system shall be open to inspection to the proper employees of the city as provided in Section 1.16.010. Upon notice being given by city authorities, defective pipes leading to meters shall be promptly repaired by the owners or occupants. Upon failure to repair within five days or upon failure to open said premises to inspection as set out above, the water shall be shut off and shall not be reinstated until such time as the proper repairs have been made or inspection allowed as the case may be, and all past due bills and "turn on" charges been paid.

The meters shall be read at least once each three months. The readings to be used for the other two months shall be estimated by the city clerk, based on readings for a similar period, for each customer. New accounts shall be billed at a minimum reading for the estimates, until the account shall have established a pattern of use. In the event any meter fails to register, or in the event the same, as registered, is incorrect in the opinion of the city water department, or if the meter cannot be read for any reason, the city clerk shall estimate the reading, based on the aforementioned pattern of use.

When a request is made that a water meter and/or water meter box be installed, the contractor or water user shall have established an elevation for the meter and meter box in relation to the existing ground level; provided that, however, said elevation shall be no lower than the existing street elevation and under no circumstances shall a meter box be installed in a drainage ditch.

Should the contractor or water user request that the elevation of the water meter and/or water meter box be adjusted from the original elevation or that any of the originally installed equipment be repaired or replaced for a reason other than installation or equipment defect, then a fee equivalent to the current machine time and labor rate and parts replacement cost, as determined by the city clerk, shall be levied against the contractor or user.

If a water user requests that his/her water meter be checked for accuracy, the user shall provide a twenty-five dollar ($25.00) cash deposit to the city. The meter in question will then be removed and tested to a comparable manufacturer's certified meter. If the tests prove the meter to be accurate, the deposit is forfeited for costs. If the meter proves to have been giving inaccurately high readings, a new water meter will be installed, and the water will be installed, and the water bill will be adjusted to an average of the three lowest readings of the current year or of the previous year.

If the tests prove the meter to be accurate per state of Kansas Standards, the person making the original request will be billed for the test, plus mileage expense to be levied at twenty-one cents per mile, to and from the testing laboratory. If the meter proves to have been giving inaccurately high readings, a new water meter will be installed, and the water bill will be adjusted to an average of the three lowest readings of the current year or of the previous year.
