No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the superintendent.

There shall be only one class of building sewer inspection fee for residential and commercial services. The owner or his agent shall make application on a special form furnished by the city to connect to the city's sewer system. An inspection fee of one hundred dollars will be charged and paid to the city clerk for each residential and commercial service. Such fee shall be paid to the city clerk at the time the application is filed by the owner or his agent.

All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.

A separate and independent building sewer shall be provided for every building (refer to Section 12.28.040); except, that where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, courtyard, or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.

Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the superintendent, to meet all requirements of Chapters 12.24 through 12.58.

The size, slope, alignment, materials of construction of a building sewer, and the methods to be used in excavating and backfilling the trench, installing jointing, and testing the building sewer, shall conform to the Uniform Plumbing Code as hereinafter modified.
A. 
Minimum internal pipeline diameter for all building sewers shall be four inches.
B. 
Building sewers shall be constructed of one of the following pipeline materials:
1. 
Extra-strength vitrified clay pipeline and fittings conforming to ASTM C 700;
2. 
Polyvinyl chloride (PVC) gravity sewer pipe and fittings, Type PSP or PSM conforming to ASTM Standards 3033 or D 3034. All PVC sewer pipe shall be at least Schedule 40;
3. 
Reinforced concrete pipe properly coated and not less than 36 inches in diameter conforming to ASTM C 76;
4. 
ABS composite sewer pipe conforming to ASTMD 2680;
5. 
Reinforced plastic mortar pipe con-forming to ASTM D 3262;
6. 
Asbestos-cement nonpressure sewer pipe conforming to ASTM C 428; 7.
7. 
Cast or ductile iron pipe with a minimum pressure rating of one hundred fifty pounds per square inch conforming to Federal Specification WW-P421b, or ANSI A21.51, A21.6 or A21.8, except that iron used in the manufacture of pipe shall have minimum design strength value, in pounds per square inch, of twenty-one thousand for bursting strength and forty-five thousand for modulus of rupture.

Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public wastewater collection system, wastewater carried by such building drain shall be lifted by an approved means and discharged to the building sewer.

No person shall make connection of roof downspouts, exterior or interior foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public wastewater collection system.

The connection of the building sewer into the public wastewater collection system shall conform to the requirements of the Uniform Plumbing Code or other applicable rules and regulations of the city. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the superintendent before installation.

The applicant for the building sewer permit shall notify the superintendent when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the superintendent or his representative, within ninety-six hours of the receipt of the notice.

All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the city.
