Whenever any person or corporation desires to move a house, building or other similar structure, pile driver, steam shovel or other machine or appliance upon, over or across any street, when moving of the same would interfere with the line or lines of any electric street railway, telegraph, telephone, electric light or transmission line or other electric line, he or it shall apply to the superintendent of streets for permission to do so, and shall give the owner or manager of such electric street railway, telegraph, telephone, electric light or transmission line or other electric lines that will be affected by the moving of such house, building or other structure, pile driver, steam shovel, or other machine or appliance at least 24 hours' notice thereof, and shall also pay in advance, or tender to the said owner or manager, the amount of the cost and expense of cutting, repairing, moving, raising and replacing such poles and wires, or either of them, as will be cut or interfered with by moving such house, building or other similar structure, pile driver, steam shovel, or other machine or appliance.
