It shall be unlawful for any person or persons, to raise, lower, take up, remove, destroy or change in any manner, any sidewalk or part thereof, street or alley crossing or part thereof, in or on any sidewalk, street or alley, within the corporate limits of the city of Roslyn, Kittitas County, Washington, without first having obtained a permit so to do, from the city council of said city.
