The city council shall have the power to prohibit the use of water for sprinkling purposes at any time when it deems the condition of the water shortage to be such as to justify such action, and may designate the manner in which sprinkling may be done and the hours thereof, and same may be regulated by resolution.

From the first day of May to the first day of October of each year, it shall be unlawful for any person or persons to use a water hose for sprinkling streets, or to permit the water to flow from a faucet for cooling purposes or to waste the city water in any manner or put it to any other than a necessary use, or for the owner or operator of any garage to maintain on the garage premises a water hose except if it be equipped with an automatic valve.

It shall be unlawful for any person or persons to maintain a toilet, the water through which flows continuously without proper check, or to waste city water in any other manner.

The purpose of the provisions in this chapter is to conserve to the people of Roslyn an adequate water supply for domestic and fire protection purposes in the event of a water shortage, and to enforce the said provisions when a water shortage is imminent and such enforcement is necessary, and to that end the city council shall give one day's notice of the existence of such water shortage and its intention to enforce the above provisions by posting three such notices, each in a conspicuous place, in the city of Roslyn.

Any person violating any of the provisions of this chapter shall be deemed to be guilty of a misdemeanor, and upon conviction thereof shall be subject to shut-off of water privileges and shall be fined in any sum not less than $10.00 nor more than $25.00.
