A. 
The designated geographical parameters within the City of Pawtucket are hereby designated the "Tidewater Stadium Zone" (hereinafter referred to as the "Stadium Zone"). No person shall be permitted to park any motor vehicles on any public street or portion thereof located in the Stadium Zone during designated stadium events unless and until one of the following exceptions shall be satisfied:
(1) 
The motor vehicle is owned or operated on a regular basis by a resident of the Stadium Zone, and the motor vehicle has a valid resident parking permit displayed on the left lower corner of its front window in such a manner as to be readily examinable by persons authorized to enforce the provisions of this chapter;
(2) 
The vehicle is a commercial, service, or delivery vehicle and is temporarily parked for business purposes, but only during such time as the operator or occupants of said motor vehicle are rendering services, repairs or improvements to property located within the Stadium Zone, or medical services for people located in the zone;
(3) 
The vehicle is an emergency or public service vehicle; or
(4) 
The vehicle has a valid, special guest permit or a valid temporary permit displayed in such a manner as to be readily examinable by persons authorized to enforce this chapter.
B. 
Stadium Zone resident parking permits.
(1) 
Stadium Zone resident parking permits shall be available through the office of the City Clerk upon presentation of identification, as follows:
(a) 
Valid Rhode Island motor vehicle registration showing that the vehicle is registered in the name and address of a person living within the Stadium Zone for each requested vehicle.
(2) 
Stadium Zone special guest permit, one per residence, shall be available through the office of the City Clerk upon presentation of the item in Subsection B(1)(a) or to a resident who does not own a vehicle but can produce one of the following: copy of a Pawtucket tax bill, utility bill, bank statement, income tax return, pay stub, current deed or lease/rental agreement addressed in the name of the resident and to that residence within the Stadium Zone.
(3) 
One temporary parking pass per vehicle shall be available to new residents who have not changed their address on their motor vehicle registration. This temporary parking pass shall be valid for 60 days and must be returned to the City Clerk's office in order to obtain a residential parking sticker. Temporary permits shall be available through the Office of the City Clerk upon presentation of a valid motor vehicle registration showing the name of the resident for each requested vehicle or copy of vehicle rental agreement, including the name of the resident, and one of the following: copy of a Pawtucket tax bill, utility bill, bank statement, income tax return, pay stub, current deed or lease/rental agreement addressed in the name of the resident and to that residence.
(4) 
Stadium Zone stickers and guest permits shall expire on January 31 every two years after the enactment of this subsection.
(a) 
The Stadium Zone stickers shall be a different color every two years and will clearly state the sticker number and the expiration date.
(b) 
The Stadium Zone guest permits will be the same color as the stickers and bear the same expiration date. The guest permits will have typed clearly upon it the corresponding address of the resident.
(5) 
Replacement of a lost Stadium Zone guest permit shall be $100 for a first replacement, $200 for a second replacement and $300 for a third and subsequent replacement.

The Stadium Zone shall include all but not be limited to the following:
(1) 
East Avenue from Lyman Street to James Street.
(2) 
Lyman Street.
(3) 
Manning Street.
(4) 
Clyde Street from Cleveland Street to East Avenue.
(5) 
Rhodes Street.
(6) 
Harvey Street.
(7) 
Tower Street.
(8) 
James Street.
(9) 
Cleveland Street.
(10) 
Clifford Street.
(11) 
Pleasant Street from Cleveland Street to James Street.
(12) 
Fowler Avenue from Pleasant Street to Cleveland Street.
(13) 
Shoreham Court.
(14) 
Buffum Street.
(15) 
Bowles Court.
(16) 
Bensley Street.
(17) 
Merry Street.
(18) 
Jeffers Street.
(19) 
Tidewater Street.
(20) 
Winter Street.
(21) 
Spencer Street.
(22) 
Thornton Street.
(23) 
Taft Street from Tidewater Street to Bowles Court.
B. 
The Public Safety Director, after consultation with the Public Works Director, may expand the Stadium Zone and add streets as the City deems necessary to safeguard the public health, safety and welfare.
A. 
It shall be a violation of this article for anyone who has been issued either a resident parking permit or a special guest pass by the City, as set forth in this article, to rent, lease, sell, convey, or otherwise transfer the same to a third party.
B. 
It shall be a violation of this article to duplicate, alter or tamper with any permit/pass issued under the provisions of this chapter.
A. 
Violations of parking in the Stadium Zone without the appropriate parking pass shall be fined in accordance with § 388-5.
B. 
Towing of vehicles. The Public Safety Director or his/her designee is hereby empowered and may summarily remove or cause to be removed from the streets, highways and public places of the City any vehicle, by whatsoever means propelled, which is parked or located in violation of this section. The cost of any towing and impounding shall be paid by the registered owner of said vehicle.
This article shall supersede any existing parking regulations that are in direct conflict with it. Any existing parking provisions within the Stadium Zone shall remain in full force in effect except that the additional requirement of area residency is hereinafter required of all those vehicles parked within the designated area. Any parked vehicles within said geographical parameters shall hereinafter be required to both comply with the existing regulations and the provisions of this chapter. A violation of either of these requirements is a separate parking offense.
