It shall be unlawful for any person, firm or corporation to operate, drive, transport or move or cause to be operated, driven, transported or moved any traction engine, tractor, vehicle, implement, tool, machinery, article, or building upon, along, over or across any city street, lane or alley in such a manner as to permit any edge, blade, disc, share, tooth, block, stud, flange, cleat, ridge, bead or any other protuberance of metal or wood thereof to gouge, scratch, cut into, dig up, scarify, injure or destroy any of the graded, improved, paved or oiled surface of said public road, lane or alley. It shall be unlawful for any person, firm or corporation to operate, drive, transport or move, or cause to be operated, driven, transported or moved any traction engine, tractor or vehicle along, upon, over or across any city street, road, lane or alley in the city, when said traction engine, tractor or vehicle shall have on the periphery of its tires, tracks or wheels any unguarded and unprotected block, stud, flange, cleat, ridge, bead or any other protuberance of metal or wood which projects beyond the tread of the traction surface of the tires, track or wheels of said traction engine, tractor or vehicle. It shall be unlawful for any person to intentionally or negligently cause damage to any highway, road or bridge by any other means including but not limited to the discharge of water, chemical substances, waste materials, or any combination thereof.
