Rates and charges which are not paid on or before the last day of the month in which the bill was sent, shall be subject to a penalty of 10 percent and thereafter shall be subject to a further penalty of one-half of one percent per month on the last day of each month following.

All unpaid rates and charges and penalties provided for in this chapter may be collected by suit.

Defendant shall pay all costs of suit in any judgment rendered in favor of city, together with a reasonable attorney's fee for the city's attorney.
