Reserve police officers may be appointed by the police chief in accordance with the provisions of RCW 35.27.240, and when so appointed shall serve at the pleasure and under the supervision of the police chief.
(Ord. 266 § 1, 1982; Ord. 573 § 2, 1996)
The police chief shall establish and supervise a training program, and shall prepare and maintain a written outline of the program. Every candidate for appointment as a reserve police officer shall satisfactorily complete the training program prior to appointment, unless the police chief determines that the candidate's prior training for experience in the field of law enforcement adequately qualifies the candidate to serve as a reserve police officer, in which instance the police chief may waive the training requirement.
(Ord. 266 § 2, 1982; Ord. 573 § 2, 1996)
Reserve police officers shall not be compensated for their services but may, in the discretion of the police chief, be provided by the police department with uniforms, badges and equipment suitable for the performance of their duties, and may receive training and instruction from regular officers of the police department. All uniforms, equipment, badges or other city property delivered to or used by a reserve police officer shall remain the property of the city and shall be immediately restored to the city at the termination of the reserve police officer's appointment.
(Ord. 266 § 3, 1982; Ord. 573 § 2, 1996)
While performing duties assigned by the police chief, a reserve police officer shall have authority to issue citations, to make arrests, as permitted by law, within the city, and to take into custody any person who commits, in the presence of such reserve police officer or within his view, any breach of the peace or offense prohibited by laws of the state or by ordinances of the city, and to summon aid and exercise all other powers necessary and requisite for the prevention of disorder or the apprehension of offenders.
(Ord. 266 § 4, 1982; Ord. 573 § 2, 1996)
No reserve police officer shall be entitled to the benefits, privileges or rights conferred by Chapter 2.48 RCW, establishing a civil service system; by the Washington Law Enforcement Officers' and Fire Fighters' Retirement System; by any collective bargaining unit representing city employees; or by any contracts now in effect or hereafter established providing benefits of any kind for regularly employed city officers and employees.
(Ord. 266 § 5, 1982)
