For statutory provisions for state fuel tax funds to be allocated to cities for construction, improvement and repair of arterial streets and highways, see RCW 82.36.020.
There is created a special fund to be hereafter known as the "arterial street fund."

All funds hereafter made available and heretofore made available to the city as proceeds of the one-half cent per gallon fuel tax imposed by the Legislature of the state by Chapter 7, Laws of 1961, Extraordinary Session, shall be credited to the said account.

First Street from Yelm Avenue to Jefferson Avenue and Railroad Avenue and Stevens Street from Yelm Avenue northeasterly and northwesterly to Edwards Street shall be improved by the bituminous surfacing of said streets.

There is appropriated to the arterial street fund, in addition to the moneys received by the city representing payments on the one-half cent per gallon fuel tax imposed by the Legislature by said Act, as an emergency appropriation the sum of $510.00.

There is loaned to the arterial street fund from the street fund, capital outlay, the sum of $836.65, which shall be repaid from the arterial street fund to the street fund, capital outlay, at the earliest date funds shall be available from the said one-half cent per gallon fuel tax, and not later than two years from the date of the transfer to said fund.
