Whenever any persons plan to have any procession or parade through the streets of the city, which procession or parade consists of 50 or more persons on foot or in vehicles, the persons or person who will have charge, supervision, management or direction of such procession or parade shall, not less than 48 hours prior to the proposed starting time for such parade or procession, notify the mayor or the police chief in writing of the intention to conduct such parade or procession, which notice shall be in writing signed by the person or persons who will be responsible for the conduct of such parade or procession, and which notice in writing shall specify the place within the city where such parade or procession will commence its march and the proposed route, giving the street names, the approximate time expected to be consumed in such parade or procession and the approximate number of automobiles or other vehicles expected to take part in such parade or procession.
