B.
The council may, by resolution, prohibit or permit the operation of such commercial vehicles on any city street.
C.
The city traffic administrator shall cause to be erected and maintained appropriate signing designating streets on which the operation of such commercial vehicles is permitted.
D.
This section does not prohibit any such commercial vehicle coming from an unrestricted street having ingress and egress by direct route to and from a restricted street when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on the restricted street or for the purpose of delivering materials to be used in the actual bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted street, for which a building permit has previously been issued, in accordance with Section 35703 of the Vehicle Code, nor does this section prohibit commercial vehicles used by a licensed contractor for the construction, maintenance or repair of public works projects.
