If any clause, sentence, paragraph, section or a part of this chapter shall be adjudged by a court of competent jurisdiction to be invalid, such judgment shall not affect, impair or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, section or a part thereof directly involved in a controversy in which such judgment shall have been rendered.
This chapter includes all revisions to the NFIP through October 27, 1997, and shall supersede all previous laws adopted for the purpose of flood damage prevention. In their interpretation and application, this chapter shall be held to be minimum requirements, adopted for the promotion of the public health, safety and welfare. Whenever the requirements of this chapter are at variance with requirements of any other lawfully adopted rules, regulations, ordinances, or laws, the most restrictive, or that imposing the higher standards, shall govern.
This chapter shall be operative immediately and effective upon being filed with the NYS Secretary of State pursuant to § 27 of the Municipal Home Rule Law of the NYS, as currently in effect and as hereafter amended from time to time.
