It shall be the duty of the city manager to exercise a general supervision of health and sanitation within the city; to direct and supervise the enforcement of any and all laws, city and state, applicable to the city in the matters of health and sanitation; to order the closing of schools and places of amusement, and business houses, and the prohibition of public gatherings, whenever any such action is deemed necessary to protect the health of the citizens of Nome; to order the quarantine or isolation of persons inflicted with contagious or infectious diseases; to order the correction of unsanitary practices or conditions of any business house or food establishment failing to comply with any such correctional order; and advise the council as to ordinances essential for improvement of health and sanitary conditions.
