The city council declares from and after the effective date of the ordinance codified in this section, that there is a need for a redevelopment agency to function in the community.

A.
The city council appoints and constitutes itself as the redevelopment agency of the city, pursuant to the provisions of Section 33200 of the Health and Safety Code of the state.
B.
The city council finds and declares that subject action will serve the public interest and promote public safety and welfare in this community.

The redevelopment agency shall meet from time to time in a place and manner as established by the agency.
