The duty of the reserve police officer, subject at all times to the direction, supervision and control of the chief of police, shall be to assist the regular members of the police department in the enforcement of law and the maintenance of peace and order whenever and wherever required. The reserve police officers may be assigned to functions at which members of the public may assemble in relatively large numbers such as, but not limited to, public dances, football games, fires or emergencies.
