The declared purpose of this chapter is to provide for the creation and management of the reserve police officer organization composed of persons appointed by the city manager/chief of police.

As used in this chapter, "reserve police officer" means a voluntary law enforcement officer working with the San Jacinto police department.

No person shall become a member of the reserve police officer organization until he or she is willing to participate in prescribed training and is able to meet all other requirements as set forth from time to time by the city manager/chief of police. When so qualified and selected, he or she shall then be sworn in by the city clerk as a member of the reserve police officer organization; except, that members of this organization are accepted into the organization as established subject to all provisions of this chapter.

The duty of the reserve police officer, subject at all times to the direction, supervision and control of the chief of police, shall be to assist the regular members of the police department in the enforcement of law and the maintenance of peace and order whenever and wherever required. The reserve police officers may be assigned to functions at which members of the public may assemble in relatively large numbers such as, but not limited to, public dances, football games, fires or emergencies.

A member of the reserve police officer organization, when on duty as assigned by the chief of police, shall have the authority and powers of arrest in accordance with their reserve training level and subject to any limitations which the chief of police may impose.

A. 
The city shall provide false arrest insurance coverage for actions taken while on assigned duties by sworn members of the reserve police officer organization.
B. 
Reserve police officers suffering injury arising out of and in the course of duties assigned to them by the chief of police are entitled to such medical care, hospitalization and other benefits as the city council may by resolution provide and to such benefits as such reserve police officers shall be entitled under the workmen's compensation law of the state.

A. 
The body armor vest shall be the only article of uniform clothing purchased by the city on behalf of the reserve police officer. The vest must be returned to the chief of police upon the officer's separation from the organization.
B. 
Badges, cap pieces, and other identification will be purchased and furnished by the city and must be returned to the chief of police upon the
officer's separation from the organization.

A. 
It is unlawful for any person to impersonate or falsely represent himself or herself to be a member or to wear, use or possesses a badge, cap or insignia as used by the reserve police officer program.
B. 
The uniforms, badge and cap piece may be worn and gun, baton or other issued equipment may be carried only while on duty as assigned by the chief of police.

No member of the reserve police officer organization shall carry any firearm until he or she has been certified as qualified by the range master and received permission from the chief of police.

The city manager, upon the recommendation of the chief of police, may dismiss an officer from the reserve police officer organization.
