The following words and phrases, when used in this title, shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

"Bicycle"
means a light vehicle without a motor, having two wheels, handlebars and a seat or seats, and propelled by the operator.

"Central traffic district"
means all streets and portions of streets within the area described as follows: All that area bounded on the north by the southern bank of Pilarcitos Creek, on the south by the northern line of Correas Street, on the east by the western line of Johnston Street, and on the west by the easterly line of Purrisima Street.

"Coach"
means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers.

"Curb"
means the lateral boundary of the roadway, whether such curb is marked by curbing construction, or not so marked; the word "curb" as herein used, does not include the line dividing the roadway of a street from parking strips in the center of a street, or from tracks or rights-of-way of public utility companies.

Within the meaning of this title, holidays are the first day of January, the twelfth day of February, the third Monday in February, the last Monday in May, the fourth day of July, the first Monday in September, the ninth day of September, the eleventh day of November, the fourth Thursday in November, the Friday following the fourth Thursday in November and the twenty-fifth day of December. If any of these mentioned holidays falls upon a Sunday, the Monday following is a holiday. If any of the above holidays falls on Saturday, the Friday preceding is a holiday.

"Park"
means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Parking meter"
means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of such parking meter space by any vehicle.

"Police officer"
means every officer of the police department of this city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
