There is established for the city a compilation of standards known as "Standard Plans" for public works and projects within the city, which compilation shall be kept for public inspection and distribution in the office of the city engineer, and shall apply to all public works improvements in the city commenced after the effective date of the ordinance codified in this chapter, with the exception of P.U.D.'s, which shall be governed by appropriate sections of Title 18 of this code.
