It is the purpose of this chapter to assure safe construction and maintenance of City-owned buildings and property which would come under the jurisdiction of the Building Official if the buildings or property were privately owned.

All work on City-owned or operated buildings or property which would require a permit from the Building Official if done on private property shall be done by a person or entity holding a valid State license to do the work or by a City employee deemed qualified by the Building Official to do the work. A permit shall be obtained for the work before it is commenced. No fee shall be charged for the permit.
