From and after the effective date of the ordinance codified in this chapter, it is unlawful for any person to maintain, run or operate any skating rink within the city limits without having first complied with the requirements of this chapter.

Any person or firm desiring to run or operate a skating rink, roller ice, within the city limits, shall before running or operating such skating rink, make application for a license to the clerk-treasurer. The clerk-treasurer upon receipt of the completed application and forty dollars issue a license good for one year.

Any license issued by the city may be revoked upon a finding by the city council, after the person seeking the license has been heard, that it is in the public interest that the license be revoked or refused.
