(a)
It is the declared policy of the city that employment by the city shall be based on merit and fitness, and that all employment practices shall be applied without regard to any individual's sex, race, color, religion, national origin, pregnancy, age, marital status or disability.
(b)
The city council shall provide for a uniform system of personnel administration by the adoption of formal personnel policies, which shall apply to all regular, temporary, full- or part-time employees of the city. The council shall review and amend policies from time to time as is appropriate.
(c)
The personnel policy adopted by the city shall set forth the principles and procedures that are to be followed by the city administration in its personnel program, to the end that the city and its employees may have reasonable assurances that personnel problems will be dealt with on a uniform and equitable basis.
