The city volunteer fire department shall consist of a chief and other officers as the chief and the mayor or mayor's designee may deem necessary for the effective operation of the department.

The chief shall be appointed by the mayor for an indefinite period of time and his tenure of office shall depend upon his good conduct and efficiency and he shall be removable by the mayor at any time with or without cause.

The chief shall formulate a set of rules and regulations to govern the department and shall be responsible for the personnel, morale and general efficiency of the department. The chief shall be responsible for administration and enforcement of the International Fire Code pursuant to RCW 19.27.031, any local codes or ordinances that come under the local jurisdiction of the fire department and any other statutes, ordinances or rules requiring his or her administration or enforcement, maintain fire department records and coordinate maintenance programs for department equipment.

The chief shall see that complete records are kept of all fires, inspections, apparatus and equipment, personnel, and other information about the work of the department.

No person shall enter any place where fire apparatus is housed or handle any apparatus or equipment belonging to the department unless accompanied by an officer or authorized member of the department.

It is unlawful for any person other than the owner or renter to go upon any premises upon which there is a fire without first securing the permission of the fire chief or the member of the fire department in charge of the fire, or to in any way remove any property from the buildings or to open any doors or windows, or to do any act of destruction without first securing such permission. Any person violating the provisions of this section shall be charged with criminal trespass and is guilty of a misdemeanor.
