In construing the provisions of this chapter, save when otherwise plainly declared or clearly apparent from the contents, the following definitions shall be applied:
"Air raid and blackout warning"
means a blast of whistles and sirens for a continuous period of three minutes, or such other signal as may subsequently be designated by federal authority.
"All-clear signal"
means a series of three blasts of whistles and sirens for a continuous period of one minute each, or such other signal as may subsequently be designated by federal authority.

It shall be the duty of every person who is in charge of a motor vehicle when the air raid and blackout signal is given to immediately pull over to the curb or roadside, and stop the vehicle and turn off all lights upon the vehicle, and also to shut off the motor, leaving the key in the vehicle and go to a place of safety. In complying with the provisions of this section, it shall be the duty of such person not to park the vehicle in front of a fire exit, fire plug, fire station, hospital entrance, theater entrance, or at a street intersection, or to attempt to drive the vehicle when said lights are out. All of the regulations of this section must be complied with until the all-clear signal is given, provided, however, that this section shall not apply to emergency vehicles which have been designated as such by a governmental authority.

It shall be the duty of every person in a dwelling of any kind, whether it be a home, apartment, or hotel room, when the air raid and blackout signal is given to immediately turn out all external lights used in connection therewith, to obscure all windows in the same with dark material of some kind or other substance, so that no light from said building will be visible from the outside, and if this cannot be done, then it shall be the duty of every such person to turn off all lights but to not use the main switch for such purpose. The managements of hotels and apartment houses shall be held responsible for full compliance with this section with reference to exterior lighting. All regulations of this section shall be complied with until the all-clear signal is given.

It shall be the duty of every person in charge of a store, manufacturing, industrial plant, or advertising display, when the air raid and blackout warning is given, to have someone on duty during the blackout and to extinguish all external lights including signs of all kinds and to prevent all internal lights from being visible from the outside to extinguish the same. All of the above regulations must be complied with until the all-clear signal is given.

It is unlawful during the period of any air raid or blackout period to congregate in groups of five or more persons on any public sidewalk, street, alley or outdoor place, provided, however, that the provisions of this section shall not apply to any person who has been assigned duties by any government authority.

It is unlawful for any person, including employees of the Washington State Liquor Control Board, to sell intoxicating liquor during the period of any air raid or blackout period.

When deemed necessary for the protection of public peace, health and safety, the city marshal shall make rules and regulations concerning the matters covered by this chapter, in addition to those prescribed herein, which shall have the force and effect of law until repealed by the city council.

This chapter shall constitute an exercise by the city of its governmental functions for the protection of the public peace, health and safety, and neither the city nor any individual responding to the regulations lawfully proclaimed hereunder, or called upon to assist in enforcing the same, shall be liable in a suit for damages in connection therewith.
