It is unlawful to plant or maintain any tree or shrub on or along any of the streets of the city, and especially that portion known as the "parking strip" or curbing; provided that this section shall not prohibit the planting and maintaining of low-growing flowers up to a height of eighteen inches and grass; provided further, that this section shall not apply to those trees planted on Columbia Avenue with the permission of the city council.
