The following construction standards and specifications are hereby adopted and shall be adhered to in the order presented below:
(a) 
The current version of the City of Connell, Washington Public Works Standard Specifications and Standard Plans or as subsequently amended;
(b) 
The current version of the Washington State Department of Transportation Standard Specifications for Road, Bridge and Municipal Construction or as subsequently amended.

When street, water, or sewer infrastructure is installed by a developing individual or entity that either makes connection with the city's streets, water, or sewer systems or will be dedicated to the city upon completion of said development, an inspection, or series of inspections, by the city's public works director, or designee, shall be required to ensure compliance with adopted city standards and specifications. A fee in an amount established in the city's currently adopted fee resolution shall be charged to cover the cost of the inspection(s) and shall be payable at the time of application of the development.
