The installation of all power, telephone and television lines hereinafter installed or extended to new improvements erected or constructed within the city shall be installed underground, except where the depth of soil, by reason of rock or caliche, is insufficient for such placement as determined by the public works director.

Overhead construction for industrial and heavy feeder circuits and for the extension of existing lines, where the burial of such extended lines would not be compatible with good practice, may be permitted with the approval of the Connell planning commission, given in writing before construction is commenced. Such approval or waiver must be based upon the recommendation of the city engineer.

Before any excavation for the placement of underground utilities is commenced, notice thereof giving the date and approximate time of commencement of such excavation shall be given to the Connell city clerk-treasurer, who shall in turn give notice to the public works director.

Within thirty days after the installation of underground utilities, including power, telephone and television lines, the developer, or owner, of the improved property, or the utility company, shall file with the city clerk-treasurer a map or chart showing the exact location of the placement of such underground installations and the clerk-treasurer shall make such maps or charts available for convenient examination as a public record.
