The city clerk is directed to compile such rules, subsequently enacted rules, and all amendments to rules, in an appropriate and usable format. The rules so compiled, along with all subsequent alterations, shall be distributed to members of the city council and shall be available for public inspection in the office of the city clerk.

The rules adopted under the procedure set forth in this chapter shall not be suspended but may be amended or new rules may be adopted by an affirmative vote of at least a majority of the whole membership of the council. Any such amendments or new rules shall be submitted in resolution form at a regular meeting and shall be placed on the council agenda under the order of new business. A vote of the council to adopt such a resolution shall occur at a subsequent regular meeting.
