It is unlawful for any person to partake of any alcoholic liquor or other alcoholic beverage in or on any public street, sidewalk or passageway, or in or on any park or playground or highway; provided, however, that the City Council may allow the drinking of alcoholic beverages at any special civic event in any of the above-described areas when adequate provision has been made for the policing of such events; and further provided, that alcoholic beverages may be served by any restaurant along City sidewalks pursuant to dining service provided in conjunction with a City-issued sidewalk dining encroachment permit subject to any limitations imposed on such service by such permit and further subject to any standard conditions for the issuance of sidewalk dining encroachment permits approved by resolution of the City Council.
