Whenever any words or phrases used in this chapter are defined in the California Vehicle Code, such definitions shall apply.

It shall be the general duty of the City Engineer to install and maintain traffic-control devices and signals, to conduct engineering and traffic studies, to cooperate with other City officials in the development of ways and means to improve traffic conditions, to erect emergency barriers and traffic-control devices, and to carry out such additional powers and duties as may be imposed upon him by the provisions of this chapter.

No provisions of the California Vehicle Code or of this chapter or any resolution adopted under this chapter for which signs or other traffic-control devices are required shall be enforced against any alleged violator unless such signs or other traffic-control devices are in place giving notice of the provisions of such traffic laws.

The City Council may, by resolution, designate any street or part thereof or specific lanes upon which vehicular traffic shall proceed in one direction at all or such times as shall be indicated by official traffic-control devices. When a street or portion thereof has been so designated a vehicle shall be driven only in the direction designated at all or such times as shall be indicated by traffic-control devices.

The City Council may by resolution designate any street as a through street and require that all vehicles observe official traffic-control devices before entering or crossing the same or designating any intersection as a stop intersection and requiring all vehicles to stop at one or more entrances to the intersection. When a street has been so designated, it is unlawful for the operator of any vehicle to fail to observe such traffic-control devices or fail to stop at the designated entrances to such intersections.

The City Council hereby determines and declares that the declared speed limits for the following streets or roadway segments shall be as set forth below. No person shall drive a vehicle at a speed greater than the declared speed limit for the street segment:

The Public Works Director, or their designee, is hereby authorized and directed to erect signs giving notice of the speed limits established herein.

The City Council may by resolution regulate or prohibit turning movements as authorized by the California Vehicle Code. When such regulations are established, it is unlawful to make any turning movement in violation thereof.

The City Council may, by resolution, prohibit or restrict the parking or standing of vehicles on certain streets or portions thereof during all or certain hours of the day, or for periods in excess of certain stated time limits, or may designate certain streets or portions thereof upon which preferential parking privileges shall be given to residents and/or merchants adjacent to such streets under which such residents and/or merchants may be issued a permit which exempts them from the prohibition or restriction of such resolutions. It is unlawful to disobey any such prohibitions or restrictions.

When any street has been marked with white lines designating parking spaces, it is unlawful to park any vehicle except within such designated parking spaces.

No vehicle shall be parked or left standing upon any street within the City for 72 or more consecutive hours. Any such vehicle may be removed as provided by California Vehicle Code Section 22651.

It is unlawful for any person to remove, obliterate or conceal any chalk or other distinguishing marks used by any police officer or other officer or employee of the City in the enforcement of the parking regulations of the City, for the purpose of evading the parking regulations.

The City Council may by resolution designate certain portions of any street as exclusive stands for use by taxicabs or other public carriers for hire. It is unlawful to use such taxicab or bus stands except as authorized by any such resolution.

The City Council may, by resolution, designate any portion of any street as a special zone for the loading or unloading of passengers and/or freight. When so designated, it is unlawful to stop or park a vehicle within such zones except in accordance with such resolution.

No person shall drive any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier sign, cone marker or other warning device is in place warning persons not to drive over or across such pavement or marking, or when any such device is in place indicating that the street or any portion thereof is closed.

No person shall ride, drive, propel or cause to be propelled any vehicle across or upon any sidewalk excepting over permanently constructed driveways and excepting, when it is necessary, for any temporary purpose to drive a loaded vehicle across a sidewalk. When any loaded vehicle is driven across a sidewalk, the sidewalk area shall be substantially protected by wooden planks or other materials providing an adequate ramp from the street to the sidewalk.

Except with respect to any vehicle which is subject to the provisions of Sections 1031 to 1036, inclusive, of the Public Utilities Code, it is unlawful:
A.
For any vehicle exceeding a maximum gross weight of 10 tons to use any of the following streets: South Street, from the intersection thereof with Second Street westerly and southerly to Alexander Avenue; Alexander Avenue, from the intersection thereof with South Street westerly and southerly to the City limits;
B.
For any vehicle exceeding a maximum gross weight of three tons to use any of the streets designated in subsection A of this section between the hours of 9:00 p.m. of any day and 6:00 a.m. of the following day;
C.
For any vehicle exceeding a maximum gross weight of two and one-half tons to use any of the following streets: Prospect Avenue, Spenser Avenue, Monte Mar Drive, Curry Lane, Curry Avenue and Rodeo Avenue.

No person shall disobey the instructions of, remove, tamper with or destroy any traffic barrier, traffic-control device, or sign lawfully placed on any street.

No person shall park a vehicle in a private driveway or on property without the direct or implied consent of the owner or person in lawful possession of the driveway or property.

It is unlawful and constitutes an infraction for any person to violate or fail to comply with any provision of this chapter or any resolution adopted pursuant thereto.
