No person, company or corporation shall throw, place, deposit, dump, or cause to be dumped or deposited, or suffer to be or remain, any offal or garbage, or any putrid or stinking animal or vegetable matter, or any glass, broken ware, rubbish, refuse, dirt, ashes, cinders, sweepings from shops or stores, handbills, feathers, straw, manure, paper, sludge, acids, or any other debris or refuse from dwelling houses or places of business of any description whatsoever, or any garbage can, box or other receptacle containing any such substance upon any street, alley, lane or sidewalk within the City, nor shall any person owning, occupying or having control of any premises within the City permit or suffer any such substance to be or remain in front thereof upon the sidewalk or the half of the street or way next to such premises.
