No person, company or corporation shall throw, place, deposit, dump, or cause to be dumped or deposited, or suffer to be or remain, any offal or garbage, or any putrid or stinking animal or vegetable matter, or any glass, broken ware, rubbish, refuse, dirt, ashes, cinders, sweepings from shops or stores, handbills, feathers, straw, manure, paper, sludge, acids, or any other debris or refuse from dwelling houses or places of business of any description whatsoever, or any garbage can, box or other receptacle containing any such substance upon any street, alley, lane or sidewalk within the City, nor shall any person owning, occupying or having control of any premises within the City permit or suffer any such substance to be or remain in front thereof upon the sidewalk or the half of the street or way next to such premises.

The owner or owners, tenant or tenants, occupant or occupants, or lessee of any building, land or premises in the City, fronting or being on and along any accepted street, lane or alley, if required by the City Engineer, shall, within two days after notice, at his or her or their own expense, remove all grass, weeds, earth, sand, rock, stones, dust, filth, rubbish, garbage, hay, straw and matter that may have accumulated in front of his, her or their building, land or premises, from the line of the property to the center of the street.

No person shall place or cause to be placed anywhere upon any public way, street or sidewalk in the City, and no person owning, occupying or having the control of any premises in the City shall suffer to remain in front thereof, upon the sidewalk or the half of the street or way next to such premises, anything which shall obstruct the passage of such street or sidewalk for more than one hour at a time.

All persons shall prevent sand or dirt from drifting or being blown or otherwise moved from all lots owned by them into or deposited upon any paved, planked or graded or macadamized street of the City. All persons owning or having the control of any premises fronting on streets that are paved, planked or macadamized, situated in the City, shall within two days after notice from the City Engineer requiring him or them to do so, and without any expense to the City, so construct fences or bulkheads around premises or lots owned by them as to prevent sand or dirt from drifting or being blown or falling from such lots or premises into or upon any planked, paved or macadamized street, or upon the sidewalks thereof.

No person shall use any cart, wagon or other vehicle for the purpose of carrying sand, earth or rock on or over the streets of the City, unless the same is tight, and so constructed as to prevent the deposit of such sand, earth or rock in whole or in part, in or upon the streets through which the cart, wagon or vehicle may be driven.

Any person owning or having control of any premises fronting on an accepted public street in the City and below the grade thereof shall, within two days after notice from the City Engineer requiring him or her to do so, and without the expense of the City, erect suitable barricades upon the inner line of the sidewalk in front of such premises.

Whenever any person or persons, whether contractor or proprietor, shall engage in the erection or repairing of any building or other structure whatsoever within the City and shall cause or permit any building material, rubbish or other thing to be placed on any public street, lane, alley or sidewalk, or other place in the City, where persons pass or repass; and whenever any person or persons who shall be engaged in the construction of any sewer, or laying any gas, water, or other pipe, or conducting in or through any of the streets, lanes, alleys, highways, sidewalks, or other places in the City, where persons pass or repass, whether by appointment by the City or its agents, or a contractor, it shall be the duty of all such persons to protect with a sufficient number of lights the material, rubbish, goods, wastes, and merchandise heaps, piles, excavations, or other thing, so caused or permitted by them to be or remain in or at any of the places mentioned above, and in such manner as to enable the same to be distinctly seen by all passersby, and to continue such lights from dusk until daylight during every night which any obstruction of the above-mentioned description is allowed to remain in or at such places; and every person who neglects the duty imposed by this section shall, in addition to the penalty imposed by this chapter, be liable for all damages to persons and property growing out of such neglect.

It shall be the duty of the Chief of Police to see that all of the provisions of this chapter are strictly enforced, and he or she shall arrest any and all persons found at any time violating or who have violated any of the provisions of this chapter.

A City may be closed to the use of vehicles to accommodate the needs of private construction only upon approval of the City Engineer obtained at least 48 hours in advance of such closure. Signs stating the date and time of closure shall be posted, one in each direction, at least 48 hours in advance of the closure. The location of the signs shall be subject to approval by the City Engineer. Such signs shall consist of black letters on a white background, shall be at least two feet times four feet in size, and shall be approved by the City Engineer.
