It shall be unlawful for any person or organization to conduct any event, consisting of, but not limited to, parades, races on public streets, walks or marches on public streets, or other activities on public streets or ways that may create a hazard to the public, without first obtaining a license to do so.

A. 
An application for such license shall be made to the Police Chief or his or her designee, on a form provided by the City, providing all information required by the application.
B. 
Said application shall be accompanied by a fee as established, from time to time, by resolution of the City Council.
C. 
The Police Chief or his or her designee shall issue an event license valid for a stated date or period, if he finds:
1. 
The event will not conflict with any applicable laws or ordinances.
2. 
The event will not be a hazard to public health, safety, or welfare.
3. 
The event will be covered by a policy of liability insurance satisfactory to the City Risk Manager.

The Police Chief or his or her designee shall have authority to place conditions on any license issued, including, but not limited to, the location or locations of the event, the hours during which the event may be held, the route the event will follow, the type and number of security/traffic enforcement personnel to be required and liability insurance to be required. Violations of any such conditions shall be grounds for revocation of the license.

A. 
The Police Chief or his or her designee may revoke the license upon determination that any condition placed on the license has not been met or that the event will constitute an undue risk of harm to the public.
B. 
Upon revocation of any license, or determination by the Police Chief or his or her designee that the event poses a threat to the public health, safety or welfare, the Police Chief or his or her designee shall immediately notify the license holder that the event cannot proceed and, if the event has commenced, shall take appropriate steps to terminate the event.

Any person or organization whose application for such license has been denied or whose license has been revoked shall have the right to appeal to the City Council pursuant to DMC § 6.02.140.
