There is hereby created an agency consisting of five members which shall constitute the inland wetlands agency for the town, which shall have all the rights, powers, duties and obligations conferred and imposed by C.G.S. § 22a-28 et seq. The inland wetlands agency shall consist of five members, electors of the town, appointed by the town council for two-year staggered terms. There shall be two alternate members, electors of the town, appointed by the town council for two-year staggered terms.
