No carnival, fair or similar public event shall be permitted within the town until and unless a notice of intent is filed with the town manager not less than 15 days prior to the first date of such event stating the dates, location and sponsor of such event together with such other information as may be reasonably required to provide information relating to the health and safety features of such event.
