There is hereby created a water pollution control authority consisting of five members which shall constitute the sewer authority of the town and which shall have all of the rights, powers, duties and obligations conferred and imposed by the general statutes.

The water pollution control authority shall consist of five members, each of whom shall serve a term of three years; except, that those first appointed shall serve staggered terms. Members of the water pollution control authority shall be appointed by resolution of the town council, which shall fill all vacancies in the sewer authority by resolution. Members shall serve without compensation but may be allowed reimbursement for expenses incurred in furtherance of the business of the water pollution control authority. The town council may remove any member of the water pollution control authority for cause by a vote of five-sevenths of the members of the town council. The town manager and director of public works shall be ex-officio members of the water pollution control authority without vote.
