The words and phrases set out in this chapter, when used in this title, shall have the meanings respectively ascribed to them in this chapter, unless where used the context thereof clearly indicates to the contrary.

Whenever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in this city.

"Park" or "parking"
means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or merchandise.

"Police officer"
means every officer of the municipal police department or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

"Right-of-way"
means the right of the vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed, and proximity as to give rise to the danger of collision unless one grants precedence to the other.

"Stand or standing"
means the halting of a vehicle, whether occupied or not, otherwise than for the purpose of and while actually engaged in receiving or discharging passengers.

"Stop,"
when required, means complete cessation of movement. "Stop" or "stopping," when prohibited, means any halting even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
